They take at random, but if you are able to find a scrapper, you can scrap your unwanted items (it scraps the entire stack, you cannot currently scrap only 1 of your 3 soldier syringes, or any other item.) Scrap is prioritized in 3-d printers, and printers can only use scrap of the same rarity of the item they print. I hope this helped some.
